This reminds me of my hair when I was a kid; When the beautician did it I looked like a 50 yr. old woman, but when I did it it just looked like an afro.

I've just seen my doppelganger! I wore my hair like that...we all did...it was called the "flip", and teased to death, then backcombed. Oddly enough, I lived in the Chicago area at one time, in Park Forest. The face and the hair looks like me, but the age and the clothes don't.
The time period looks to be in the early '60s.
She was probably a guinea pig for her older sister's hair experiments.
This reminds me of PeeWee's playhouse.. there was that character (i can't think of her name at the moment) who PeeWee complimented by saying, "Oh, Miss ---------, your hair is so BIG!" That was a funny show.
