Mr + Mrs ?

I found this note lying on the sidewalk a couple weeks ago. I was walking home from working with Habitat for Humanity and found this along First Street. I m thinking that the tickets in question are for a graduation. What I don't understand is why TS is giving tickets to two people whose name he doesn't know, and why wait until the night before to give the tickets to them?

Obviously, this letter is to a "Mr + Mrs P." That isn't a question mark. This is evidenced further in the fact that the sender signs with his initials, "TS"...I guess he doesn't like to spell out names.

Mr and Mrs P - How formal, in the south it would be first names, or Miss P at the most. Mr and Mrs P are from out-of-town.
